About This Site
Messages about a broken link, an accessibility concern, a factual correction, or the operation of this reference service may be sent through the site’s available contact channel. A message to this site does not become a records request and does not reach a public office. Do not use it for emergencies, time-sensitive custody questions, legal advice, or a request to confirm an individual’s location.
Questions about a specific booking, release, warrant, or docket must go to the appropriate agency listed below. Those agencies control their own records, procedures, response times, and disclosure decisions.
County Custody and Records
For someone who may be committed to county custody, use the prison’s administration and records route. The public prison page identifies administration/records through menu option 8.
Tioga County Prison
1768 Shumway Hill Road
Wellsboro, PA 16901
570-724-5911
Monday through Friday, 8:00 a.m. to 4:00 p.m.
Warden: Ryan Fish
The county has not verified a public roster or booking-photo search. A caller should ask the prison to explain the appropriate current-custody or record-request route rather than expecting a photo or detailed booking sheet by phone.
Sheriff and Warrant Questions
The Sheriff’s Office is the official route for sheriff-record routing and warrant questions. The Warrant Division manages bench-warrant categories described by the county. It is separate from the county prison’s custody records.
Tioga County Sheriff’s Office
118 Main Street
Wellsboro, PA 16901
570-724-3491
Monday through Friday, 8:00 a.m. to 4:30 p.m.
Warrant Division: 570-723-8271
Emergency: 911
Do not use an email or site message to report an emergency. A person with a warrant concern should contact the division, counsel, or the court about a lawful resolution process.
Formal Right-to-Know Requests
For a written county public-record request, Tioga County names Jennifer Cochran as Open Records Officer. The county page describes a written form, an ordinary five-business-day response framework, published copy fees, and an appeal route. The actual custodian may be the prison, Sheriff’s Office, a local police department, or another agency.

Public inspection: weekdays, 9:00 a.m. to 4:30 p.m.
Use the county Right-to-Know page and its form for the current procedure. A written request can seek a responsive record, but it does not guarantee the release of a photograph or exempt investigative material.
Other Official Starting Points
Different record systems cover different facts. VINElink can offer status and notifications for participating custody records. UJS Case Search covers eligible Pennsylvania court dockets. The PADOC locator is for state-sentenced custody and parole, not county jail custody. A municipal police department may be the first contact for an incident report it created.

- UJS Case Search for eligible court dockets and disposition.
- PADOC Locator for state custody or parole.
